Assistant Manager Group Quality Assurance - Ground & Project (36-month contract)
Role Introduction
Reports to: Group Quality Manager - Ground
As the Assistant Manager Group Quality Assurance - Ground & Project, you will be part of a dedicated team within our Group Safety and Operational Risk Management department. Your primary focus will be on supporting, administering, implementing and maintaining an effective quality assurance programme across the ground operations departments of Cathay Pacific Airways and with relevant suppliers of operational services.
You will support the Ground Quality Team to ensure the audit programmes are maintained and monitored for effective delivery. You will also support on maintaining oversight on the operational supplier quality management framework and relationships.

Key Responsibilities
Operational Quality System and Quality Assurance
- Support the delivery of an effective, risk-based quality assurance program for Cathay Pacific, utilizing performance metrics that reduce operational risk, ensure legal compliance, and align with IOSA requirements. Prepare the annual Consolidated Port Audit Programme (CPAP) schedule, and maintain CPAP checklists, information packages, and reports reflecting all legal and operational requirements.
- Consolidate and produce a master audit plan for GSORM Quality. Regularly review with GQMs to keep the plan updated and maintain robust records of changes, cancellations, and additions. Assist the GQAMG in preparing for internal/supplier audits, including the ISARP matrix, yearly schedule, and checklist. Assist with the biennial IATA Operational Safety Audit (IOSA), ensuring ongoing conformance with relevant standards, conducting briefings for ground teams, and producing conformance reports for CGO and GRH disciplines.
- Assist with logistics for IOSA renewal audits and other external audits. Monitor schedules, audit statuses, and the sign-off process for all audit plans, preparing reports for follow-up by GQMs and HGQ. Help schedule and track internal/supplier quality audit programs and the CPAP. Manage the new joiner learning path and maintain records for all auditor training courses. Prepare and deliver training packages for CPAP and other audit programs.
- Act as Lead Auditor and/or Auditor for various audits as per qualification level, contributing to the number of audits required by the company or IOSA. Assist in managing the Continuous Monitoring Inspection (CMI) Checklist and related systems. Support HGQ in preparing presentations and provide input to safety groups to achieve adherence to safety and security standards. Assist with internal quality training programs and promote awareness of quality systems company-wide. Prepare and manage regulatory-required Quality Briefings for senior management.
- Coordinate agendas, presenters, and records for Quality Meetings and other special meetings. Maintain Air Operator Certificate documentation and ensure regular reviews of Operations and Management Services Agreements between CPA, AHK, and HKE. Update and maintain GSORM Quality’s SharePoint site and collaborate with site managers for content maintenance.
Supplier Integrity and IOSA Conformance Monitoring
- Monitor IOSA internal conformance auditing in operational departments and assist in preparing the CX IOSA Continuous Conformance report. Maintain the Supplier Decision Tool submissions with GQMSII to ensure processing compliance. Work with GQMG/GQMSII to supervise and control products/services to meet company and legal requirements, and support GQMSII in discussions with third-party suppliers on quality standards.
Audit Database
- Maintain and update the audit database, ensuring data accuracy for validation and analysis. Consolidate user feedback for continuous improvement and assist in conducting User Acceptance Testing (UAT) for AQD upgrades.
General Tasks
- Assist GQMG and GQAMG in managing a high-performing, agile ground quality team aligned with organizational changes. Represent the Company at relevant meetings and assist in crisis response as part of the Care Team. Build effective relationships with the Group Quality team and contribute to budget discussions for Consolidated Port Audits. Deputize for GQAMG/GQMSQII as needed. Extensive duty travel required; adhere to company policies and complete other assigned tasks.
Requirements
Education qualifications
- Tertiary education or equivalent.
Professional qualifications
- Lead Auditor qualifications.
- Dangerous Goods Awareness.
Experiences
- 3-5 years operational experience in the airline industry, preferably in either Engineering, Flight Operations, Inflight Services, and Ground Operations
- 1-3 years in a management or supervisory role.
- Adequate and appropriate auditing or quality systems experience.
Job related knowledge
- Understanding of airline ground, cargo and flight operations.
- Care Team training.

- Excellent command of both spoken and written English; interpersonal and communication skills.
