Role Introduction

Reports to: Group Quality Assurance Manager - Ground

Responsible for supporting, administering, implementing and maintaining an effective quality assurance program across the ground operations departments of Cathay Pacific Airways and with relevant suppliers of operational service.

Support the Ground Quality Team to ensure the audit programs are maintained and monitored for effective delivery.

Key Responsibilities

  • Operational Quality System and Quality Assurance
       • Support the delivery of an effective, efficient, risk-based quality assurance programme for Cathay Pacific that result in a reduction of operational risk and ongoing compliance with legal requirements and conformance to IOSA requirements.
       • Consolidate and produce master internal/supplier audit plans for GSORM Quality. Monitor the progress of all audits on the audit plan and ensure the audit plan is up-to-date.
       • Assist the GQAMG with the biennial IATA Operational Safety Audit (IOSA). This includes logistical arrangements, conducting briefings to ground operations teams, and producing the conformance report for both CGO and GRH disciplines.
       • Manage the training programme and the associated training records of external and internal auditor training courses (initial, recurrent and continuous knowledge updates) for all GSORM Quality auditors.
       • Prepare and deliver briefings, familiarisation, on-job training and other training modules for all GSORM Quality auditors.
       • Act as a Lead Auditor and/or Auditor for Consolidated Port Audits, Corporate level internal audits, Internal Audits and Supplier Audits to meet the company, regulatory or IOSA requirements
       • Assist the GQAMG with the management of the Continuous Monitoring Inspection (CMI) Checklist and the associated supporting system, inclusive of its contract management.
       • Assist HGQ and GQMG in coordinating and preparing materials for briefings and meetings, including but not limited to presentations to the Airline Safety Review Committee (ASRC), and Management Reviews.
       • Provide valuable input to different safety groups to achieve operational outcomes that adhere to safety and security imperatives.
       • Assist with the promotion of quality systems awareness throughout the company.
       • Assist in preparing and maintaining all Air Operator Certificate documentation and communication with HK CAD.
       • Maintain and update the Operations and Management Services Agreements and associated appendices between CPA, AHK and HKE. Ensure regular review by senior management in CPA, AHK and HKE.

 

  • Audit Database
       • Maintain, support and update the audit database to ensure that it is always up to date, and that the data is accurate and able to be validated, collated and analysed.
       • Consolidate and analyse audit database Quality user feedback to provide to the Aviation Quality Database supplier for continuous improvement.
       • Assist in conducting User Acceptance Test (UAT) for Aviation Quality Database upgrade.

 

  • General Tasks
       • Assist the GQMG and GQAMG in managing a high performing and agile ground quality team that is competent, capable, aligned, engaged and adaptable to the changes in the organization and industry, including participation in departmental management meetings.
       • Represent the Company and/or Department at relevant meetings in a professional and loyal manner.
       • Assist in the response to a crisis involving Cathay Pacific as a member of the Care Team.
       • Provide input to HGQ about the budget for Consolidated Port Audits and related matters.
       • Deputize for the GQAMG as required.
       • Extensive duty travel required.
       • Adhere to company policies as published in the Cathay Pacific intranet and in company manuals.
       • Other projects as directed.

Requirements

Education qualifications

  • Tertiary education or equivalent.

Professional qualifications

  • Lead Auditor qualifications.
  • Dangerous Goods Awareness.

Experiences

  • 3-5 years operational experience in the airline industry, preferably in Ground Operations
  • 1-3 years in a management or supervisory role.
  • Adequate and appropriate auditing or quality systems experience.

Job related knowledge

  • Understanding of airline ground, cargo and flight operations.
  • Care Team training.

Skills and language requirements

  • Excellent command of both spoken and written English.
  • Interpersonal and communication skills.
  • Strong problem solving and analytical skills.
  • Data- and process-literate.
  • Computer literate - Microsoft Office
