Assistant Manager Airport Operations – Ground Safety Assurance
Role Introduction
Reports to: Airport Operations Safety Manager
The job holder is accountable for leading and coordinating the Ground Safety Assurance Program and supporting Safety Risk Assessments (SRA) across all ground operational and people safety domains within ASD. The job holder will also oversee the implementation and continuous improvement of Safety Assurance (SA) programs, ensuring they are outcome-driven and effectively address both operational and people-related risks. A key responsibility includes providing strategic guidance to RHOA and ODH in managing ground safety deficiencies at the station level, while ensuring that operational business continuity plans are robust, compliant with corporate standards, and ready for activation when needed.
Key Responsibilities
Ground Safety Assurance
- Manage and execute Safety Assurance Program (e.g. Safety Walk) to enable our Regional Head of Airports (RHoA) and Operational Duty Holder (ODH) to identify hazards and risks through inspections and surveillance observation, ensuring that all inspection and observation insights and recommendations are addressed promptly to maintain high safety standards.
- Transform and implement ground Safety Performance Index (SPI) from corporate level to ASD ground safety level. Enable a bridged safety insights decoding on ground safety performance
- Collaborate with ODH, to proactively engage GHA management and frontline teams on safety sharing sessions to drive continuous improvement on safety awareness and practices.
- Oversee and improve the Continuous Monitoring Inspection (CMI) program for the Centralised Load Control (CLC) function, ensuring that all inspections are thorough and that any issues are promptly addressed to maintain operational safety.
- Take the lead on ground safety video design and production to ensure safety messages are delivered to our frontline teams.
- Proactively engage airport teams in Best Practice Corner through safety learnings and guidance.
- Deputise Airport Operations Safety Manager when necessary.
Ground Risk Moderation
- Moderate ground risks by reducing the severity, likelihood, or impact of risks to an acceptable level (i.e. ALARP).
- Manage and coordinate airport ground risk topics to ensure appropriate risk treatments and mitigations are in place through Safety Risk Assessments (SRA) and analysis process. Ensure ASD operational and people risks are filed in ASD risk register and risk database
- Manage and digest ground top risks and emerging risks in various Safety Action Group (SAG) platforms.
- Provide guidance to RHoA and ODH in carrying out their safety influencing and safety sensitive roles. Extend support to cover Safety Champions and Operations Coordinators (OpsCo) on operational and people risks management by offering expert advice and solutions
- Liaise and enable regular Safety Risk Assessment (SRA) training delivery for nominated ASD headquarters and airport leaders.
Business Continuity Readiness
- Participate in E&A exercises and drills to ensure ground risks are managed as expected.
- Liaison and manage the corporate business continuity plan (BCP) for the OPS section, including loss of system (LoS), loss of access (LoA), loss of supplier (LoSup), and shortage of staff (SoS), ensuring that comprehensive plans are in place to handle various disruptions.
Requirements
- University graduate with minimum 5 years’ experience in airport operations.
- Sound airport operations knowledge, e.g. ramp operations, aircraft loading, load control and passenger handling, etc.
- Strong safety and risk management experience and knowledge.
- Demonstrated experience in delivering training and coaching will be considered an asset.
- Excellent business acumen with good analytical, problem-solving, and planning skills.
- A self-motivated leader with excellent communication and interpersonal skills.
- Able to interact with people at all levels and from different cultural backgrounds.
- Good command of both spoken and written English and Chinese.
