Regulatory and Partnerships Specialist

Department: Cargo Services Delivery (CSD)

Report to: Cargo Services Design & Development Manager

The position is responsible for coordinating and maintaining the cargo handling policies, procedures, systems and documents in the relevant manuals system-wide.

Key responsibilities

  • Design and develop airline group procedures relating to regulatory compliance
  • Identify data requirement and propose enhancement in systems to fulfil regulatory requirement
  • Coordinate with internal and external stakeholders on developing procedure and system enhancement relating to regulatory compliance
  • Publish and maintain airline's cargo handling procedure manuals related to regulatory compliance (i.e. ACAS, ACI manuals)
  • Issue notification to outport and/or relevant parties for any amendments of the cargo handling procedure manuals related to regulatory compliance
  • Maintain CSD library, subscribe and distribute IATA cargo related publications
  • Provide quarterly update of IATA TACT rules
  • Take up documentation of airline partnership Standard Operations Policy (SOP)


  • Tertiary education or equivalent with at least 3 years' experience in air cargo operations with 1 year supervisory experience
  • Analytical mind with excellent planning and organisational skills and strong negotiation skills
  • Good communication and interpersonal with the ability to interact with people at all levels and in a multi-cultural working environment
  • Sound PC knowledge in MS Word, Excel and PowerPoint
  • A good team player with self-initiative and ability to work independently
  • Good command of spoken and written English. Spoken and written Chinese (Cantonese and Putonghua) is an advantage
