People Manager - Talent Acquisition and Development

To ensure Cathay attracts, selects and on-boards the right people for the operations and culture whilst providing an excellent candidate experience.  This encompasses being an expert in our recruitment and selection processes, tools and techniques to have actively support line managers with excellent selection decisions and nurture talent through the recruitment and selection process. 

To proactively partner with line managers to support them to develop their people as well as delivering high quality training and development throughout the region.

Key responsibilities and tasks:

Talent Attraction and Employer Branding

  • Be a brand ambassador for both two airlines promoting the employee value proposition and inspiring candidates to apply for positions and accept opportunities
  • Develop and implement talent acquisition strategies, policies and processes that is in-line with the overall people strategy and business requirements
  • Participate in Human Resource and / or talent acquisition projects as required

Recruitment and Selection Process Excellence

  • Manage the end to end recruitment and selection processes from discussing requirements with hiring managers and developing commercially focused, brand enhancing assessment and selection processes, job advertisement creation, sourcing, screening, selecting, offer and onboarding
  • Act as the expert in recruitment and selection tools and processes including the adoption of new tools and technology aligned with global talent acquisition strategy to ensure a high quality candidate experience
  • Effectively prioritise different roles and ensure that time to fill is measured and optimised
  • Design and conduct interview and assessment centres
  • Administer and interpret tests and provide insights to line managers
  • Conduct targeted searches for key roles as required
  • Ensure all background checks are conducted in a compliant manner
  • Coordinate recruitment, selection and onboarding activity for all applicable overseas hires or internal transfers and secondments
  • Conduct reference checking via phone to ensure the quality of hires
  • Thorough documentation of recruitment and selection process and unbiased decision making
  • Lead the offer process, including salary negotiation
  • Manage internal promotion and progression programmes and activities as required
  • Maintain knowledge of local legislation regarding recruitment and selection processes including discrimination and data privacy regulations
  • Manage job description storage, access and distribution

Line Manager Development and Support

  • Review job descriptions and ensure that the job advertisement is posted in an effective, clear and appealing manner to attract the right candidates
  • Provide expertise in interpreting test results, shortlisting, interview and assessment centre performance 
  • Provide a sounding board on candidate performance and cultural fit
  • Ensure a factual and impartial assessment of candidates

Candidate Experience

  • Proactively build relationships and build our employer branding to attract the right talent
  • Identify opportunities for employer brand building
  • Manage talent pools to help improve pipeline of talent for future which may include alumni efforts, university or school engagements, and internships


  • Ensure that the onboarding process is delivered in the local context to bring the brand to life
  • Ensure a local Cathay induction is in place for Brushwingers in a timely manner
  •  Manage and administer the Brushwinger platform to ensure it is fully updated and adds value to Brushwingers
  • Check in with Brushwingers after 90 days to provide support and advice as required
  • Ensure all onboarding administration is completed and is well documented

People Development

  • Facilitate the delivery of centrally designed training programmes within the local teams in an effective manner
  • Conduct regular Training Needs Analysis for all functions to enable the regional teams to perform better
  • Ensure regulatory training is completed and monitor Brushwingers’ completion for eLearning and other safety or induction related training
  • Generate reports for training completion to enable line managers to understand training status as required
  • Identify opportunities for local government funding and support for training initiatives and partner with the management team to secure these opportunities 
  • Measure the effectiveness of training efforts drawing upon central tools and methodology
  • Work with The Learning Academy to suggest ideas and best practices and provide feedback on how global initiatives are aligned with the local context

Qualifications / Experience:

Academic qualifications

  • A degree in Human Resources, Business, Psychology or a related area

Knowledge, skills and experience

  • At least 7 years’ experience in recruitment and selection processes in a complex matric organisation
  • Experience using assessment and selection tools and leading competency based interviews
  • Strong cultural sensitivity and cross cultural communications
  • Experience overseeing end-to-end process design
  • Demonstrably good judgment
  • Awareness of legislation related to recruitment and selection
  • Strong customer service orientation
  • Efficient and able to manage multiple priorities
  • Strong stakeholder management and relationship building skills
  • Excellent organisation skills
  • Advanced interpersonal and communication skills
  • Ability to use and implement technology in the workplace
  • Travelling within the region is required
  • PRC national register or holding PRC ID
