Assistant Manager - Cargo Service Development

Department: Cargo Services Delivery (CSD)

Report to: Cargo Service Development Manager

The position is a key member of the Cathay Pacific Cargo Services Delivery team, and principally responsible for developing policies, standards and procedures to support our portfolio of specialised products and customer solutions. He/she will ensure corporate compliance with international regulations and internal requirements.

Key responsibilities

  • Develop the policies, standard and compliance programme for special cargo products by referencing ICAO, IATA and governments’ regulations
  • Ensure the group’s and supplier’s compliance with the international regulations and internal policies
  • Provide guidance to the investigation on special cargo irregularities
  • Assist in the development of operation procedures for special cargo product enhancement
  • Maintain the development of NOTOC in IT system for special cargo, and enrich the content in Cathay Pacific Cargo Website and develop it with the goal of making it into an active communication platform between the company and the cargo agents
  • Provide support on special cargo operations
  • Assist in obtaining and maintaining the IATA CEIV Certification, and participate in the special cargo products’ Quality Review Meeting
  • Review and update internal documents related to the handling of dangerous goods


  • University degree holder or equivalent with 5 years experience in air cargo operations with 3 years supervisory experience
  • Sound cargo services and operations knowledge, familiar to international regulations and qualified in one of the following:
    • IATA Live Animals Regulations qualified
    • IATA Temperature Cargo Regulations qualified
    • IATA Perishable Cargo Regulations qualified
    • IATA Audit, Quality and Risk Management for Temperature Control Cargo qualified
  • Self-motivated and possess the ability to lead and motivate cross-functional teams
  • Polished communication and interpersonal skills, and able to interact with people at all levels with different cultural background
  • Excellent business acumen with analytical, planning and problem solving skills
  • Independent and detail-oriented
  • Able to work under pressure and to tight deadlines
  • Excellent command of both spoken and written English and Chinese, Putonghua is an advantage
  • Proficiency in MS Office applications (Word, Excel and PowerPoint)
  • Willing to travel overseas if required
