Application Development Manager

Role Introduction

Reports To: Application Manager

The application development manager is accountable for managing the development teams and to act as a liaison between your teams and the various solution centres. You collaborate with upper-level management and your developers to make sure that new and existing software applications meet business objectives. This role is responsible for overseeing the full lifecycle of the software development within your portfolio and especially focused on IOC (Integrated Operation Center) Transformation.  This includes managing all the activities of the software development group; sets attainable goals to team members in order for the project to be finished on time; provides guidance to team members to encourage work productivity; makes sure the timeline is followed by the software development group; manages multiple projects at once; ensures appropriate procedures and processes are followed when it comes to software development; participates in design control activities; participates in other areas of the software development process; and provides technical support to other company personnel. Your input will have significant influence on the application roadmap and the projects to be submitted for funding.  The incumbent is responsible for the safety & security of the supported business applications in accordance with the IT security policies and the regulator guidelines.  The role will work very closely with the various IT solution centers and infrastructure & operations teams in terms of identifying the IT needs & delivering value by implementing IT solutions.

Key Responsibilities

Accountable to Head of IT Solution for delivering

Strategic Direction and Standards

  • Accountable for developing and supporting in-house solutions
  • Drive prioritization, primarily for solution centre & IT ops projects and initiatives 
  • Oversee the execution of the application development roadmap within your domain and measure the technological health and cost effectiveness
  • Cross team collaboration with the architecture group and solution centers to plan, direct and manage frameworks and services to enable reuse
  • Design and model solutions for customer innovation and experience 
  • Keeps abreast of new developments and forecasts future trends in Airline industry and identify opportunities to add value to the business
  • Establish and promote the right mix of practices (such as DevSecOps, CD/CI, Scrum etc.) to the team in order to improve the team efficiency and productivity

Application and Data Ownership

  • Develop and maintain knowledge of key systems and technologies utilized in your domain
  • Keep abreast of the technology roadmaps for the applications with your domain and how upgrades and updates can benefit the enterprise
  • Work with IT operations and solution centers to improve service management and automation and proactive monitoring across the organization
  • Collaborate with the Enterprise Architects in shaping the roadmap of enterprise grade applications
  • Ensure department adheres to policies and procedures that are compliant with industry and regulatory policies 

Solution Formulation and Delivery

  • Accountable for end-to-end solution delivery and subsequent level 3 support of solutions within your domain
  • Cross team collaboration to understand business requirements, identify and formulate cost effective solutions to business problems. 
  • Lead and direct different cross-functional programs and projects of varied sizes and types concurrently
  • Participate in new technology explorations in both application solutions and operation management automations
  • Cross team collaboration with other IT teams to ensure solutions are fit for purpose and leverage existing capabilities where possible
  • Ensure solutions are delivered in accordance with our policies and standards
  • Ensure the applications are open and flexible to adopt or integrate with the capabilities offered from third parties
  • Assesses user needs to provide proactive service, including analysis of opportunities
  • Contribute and support the CX DevOps and DevSecOps capability and roadmap

Human Resource Management

  • Build and manage a team with a core set of skills to enable the organization to exploit its installed and future technology
  • Develop, motivate, coach appropriate staff to achieve excellent levels of performance

Vendor Management

  • Act as contract owner to manage external service providers and product vendors ensuring their support and maintenance services are delivered according to agreed underpinning contracts
  • Manage vendors in the delivery of cost effective and timely systems development and support
  • Drive  vendors to bring relevant technical skills and innovation in your domain to Cathay Pacific
  • Develop a healthy partnership with strategic vendors to allow Cathay Pacific to stay in the advanced airline IT position

Financial Management

  • Develop and implement cost effective product sets for use across Cathay Pacific.
  • Develop and update application delivery budgets annually
  • Accountable for application delivery within agreed budgets
  • Provide commentary on budget tracking on monthly basis for Finance senior management reporting
Requirements

  • A minimum of 12 years of software/application engineering/DevOps experience experience with 2 years of management experience
  • Tertiary qualifications
  • Proven experience in managing a team of technology professionals (that include in-house, external, off-shore resources) to run strategic IT projects and support IT systems
  • Ability to listen and articulate ideas verbally and in written formats to a broad range of audiences; ability to ask probing questions and deliver presentations
  • Strong interpersonal skills; promoting healthy relationships and team dynamics
  • Well-developed analytical, problem-solving, and decision-making skills, leveraging both logic and creativity; strong troubleshooting skills; ability to identify patterns and generate ideas
  • Good understanding of technology concepts, trends and capabilities
  • Proven track record in demonstrating operational efficiencies at an enterprise level.
  • Strong Experience leading multi-functional initiatives and thought leadership
  • Ability to look at bigger picture and execute sophisticated tasks.
  • Experience setting up and handling deployments in AWS, Azure
  • Experience with Scrum and other Agile methodologies

Additional Desired skills

  • Application operations experience, including incident, change, and capacity management
  • Prior experience administering Jira and other Atlassian applications
  • Monitoring/alerting with Elastic Search, Catchpoint, App Dynamic
  • Mobile/Web Technologies on iOS/Android, React Native, React, Angular, NodeJS, Typescript
  • Database administration on MongoDB, Postgres, Oracle
  • Automation with Ansible and operation on Docker and Kubernetes
  • CI/CD workflows, DevOps, or other process automation.
  • Experience working with Git and release management
  • Experience with CloudFormation templates and setting up stacks, migrations from on-prem to cloud
  • Exposure to Infrastructure as Code (IaC), Configuration as Code (CaC), AIOps
  • Project management / Scrum certifications
